All of the indicators presented can be provided with care or without care. They can happen from a children’s home and the legistration should be a schedule of the Children’s homes regulations.

The proposals appears to be a move to establish what happens already under different auspices and has not yet discussed whether this is an idea based in child care/developmental theory and experience.
